Xbox Denies Exclusive GTA 6 Streaming Deal and PC Access

On the evening of 6 October, The Verge's Tom Warren reported that Xbox had landed an exclusive deal to stream GTA 6 at launch. Within hours, PC players were reading it as a way to play on November 19 without a console. As of 7 October, the exclusive part and the PC part are both false, and Xbox said so itself.

What the original report claimed

The Verge's story said Xbox CEO Asha Sharma told staff at an all-hands that Microsoft was preparing something around Grand Theft Auto VI that "no other platform holder is doing". Sources then identified that something as a streaming deal. The first version of the story called it exclusive, and many outlets copied that framing.

The reasoning that followed was easy to see. Rockstar has not announced a PC version. An exclusive streaming deal would have put the game on PCs, phones and tablets through Xbox Cloud Gaming on day one.

Xbox's chief strategy officer shut down both claims

On 7 October, Xbox chief strategy officer Matthew Ball posted on X: "While the excitement for GTAVI and XBOX is great to see, it has also led to some misreporting. We are looking forward to launching GTAVI on XBOX November 19, though the game will not be streaming exclusively or to PC."

We fetched that post and read it ourselves. It is a named executive speaking about his own company's plans, which is as primary as a platform-holder statement gets. It rules out two things:

  • Exclusivity. Xbox does not hold the only streaming route.
  • PC streaming. The game is not coming to PC through Xbox's cloud.

The Verge then added a correction to its own article: "Xbox has clarified that its streaming deal isn't exclusive and Grand Theft Auto VI won't be streamed to PCs." Warren posted that he had corrected the story because the deal "appears to be more complicated than I originally reported".

That is why this item carries the Debunked badge. The headline version of the claim, an exclusive deal that opens GTA 6 to PC players, is demonstrated false by the company it was about and by the outlet that ran it.

What nobody has confirmed

Debunked does not mean the whole story vanished, so here is the remainder, labelled honestly.

Some form of Xbox cloud streaming is still unconfirmed. Ball's sentence says the game will not stream "exclusively", which implies it might stream non-exclusively. It does not say that it will. The Verge's corrected text reads the deal as covering Xbox console streaming only, which is the outlet's inference and not a Microsoft statement. Several fans pointed out on X that the wording is ambiguous. We agree. Treat any streaming availability as Reported at best until Microsoft, Rockstar or Take-Two spells it out.

The length of any deal is unknown. The Verge itself said it was "not clear how long the agreement will be in place."

The cloud changes that fed the confusion are real

The speculation had one solid piece to hang on. In a 3 September post on Xbox Wire, Microsoft announced that from November Game Pass plans include monthly cloud hours: 15 for Ultimate, 10 for Premium and 5 for Essential. Players will also be able to "purchase cloud playtime hours through the XBOX Store and stream eligible games they own on supported devices" without a subscription. Microsoft said it would share pricing and further details before the changes take effect.

None of that mentions GTA 6. It is a platform change that happens to land in the same month as the game. A pay-as-you-go cloud option is only useful for GTA 6 if the game is streamable, and that is exactly the open question above.

What this means for your launch plans

  • On the date: Ball's post says Xbox is "looking forward to launching GTAVI on XBOX November 19", the same date Rockstar has held since the last delay. Nothing in this episode touches it.
